Expert Witness / Code Consultation

Nelson Miller has over twenty five years of diverse construction experience, spanning from onsite project management to code administration and enforcement.  As a Certified Building Official, Nelson has displayed an expertise and proficiency with understanding and interpreting the International Code Council "I Codes" which are utilized nationally as the base volumes of state and local building codes.

Nelson serves in the capacity of Building Commissioner / Zoning Officer and is the Director of Inspectional Services for the City of Malden, Massachusetts.  Nelson is responsible for the supervision of permitting, inspectional, planning, and administrative staff who interpret and enforce all applicable state codes as well as state and local ordinances.  Nelson is certified by the State of Massachusetts as a Building Commissioner / Inspector of Buildings and holds certifications from the International Code Council as a Building Commissioner, Building Inspector, Commercial Building Inspector, and Residential Building Inspector.  The International Code Council publishes the codes which are utilized in all 50 states.  A complete resume / CV is include on the resume page of this site.

Nelson has provided expert witness services for both plaintiffs and defendants, and has worked in numerous states and jurisdictions including Massachusetts, Maine, Connecticut, Pennsylvania, New Jersey, Maryland, Georgia, Missouri, Kansas, Washington, Mississippi, and Vermont.
